THEY are often caught in the act but prosecution of cyber criminals is difficult. ROZANA SANI finds out why and learns of a seminar to address all matters pertaining to cyber security.

The scene is all too familiar for those who watch news on regular TV... a group of policemen equipped with a warrant rush into an unnamed premises.
Caught off-guard are a group of occupants busy gambling and conducting online fraud.

The law enforcers lead at least 20 people to a van. Assisted by officers from Cybersecurity Malaysia, an agency under the purview of the Ministry of Science, Technology and Innovation (Mosti), they also confiscate computer parts, phone adaptors and other IT devices allegedly used in credit card fraud.

But more often than not, such cases do not make it to court and the public is left wondering why.

According to CyberSecurity Malaysia's Government & Multilateral Engagement division vice president Mohd Shamir Hashim, the main problem lies in the discrepancy between the technical and legal areas in handling cyber crime cases.

"The legal and technical fields are worlds apart. Due to their nature, it is difficult for these two fields to reach a common platform. In the prosecution of cyber criminals, among the issues are admissibility of digital evidence, expert witnesses, anonymity and extra territorial jurisdiction."

Mohd Shamir says technical aspects of cyber cases that have a major impact on the legal aspect include gathering of real-time evidence and computer forensics.

Cyber security technical specialists may not understand the legal issues arising from the investigation and prosecution of cybercrime. "Likewise, the legal fraternity may not truly appreciate the intricacies in extracting evidence on the technical side," he points out.

To address this issue, the Attorney General's Chambers in collaboration with CyberSecurity Malaysia, is organising a three- day seminar in July titled Bridging Barriers: Legal And Technical Of Cybercrime Cases.

Designed to allow maximum interaction between the participants and the experts, it will be a gathering of local and international speakers and panellists who are experts in the legal and technical areas of cyber security and cyber crime.

"The topics lined up will encourage the sharing of real occurrences and experiences encountered or faced by the speakers in handling cyber cases, and the solutions they apply to overcome such hurdles.

"During the discussions, participants can probe further on issues presented or raise their own issues as discussion points. Such interactions will provide avenues for all parties to learn from each other and to discover new ways of handling cyber crime cases," adds Mohd Shamir.

"In general, we feel that the security and safety of the Malaysian cyberspace is at par, if not better than those of some developed countries. This is because the government has embarked on comprehensive cyber security initiatives with the implementation of the National Cyber Security Policy, since 2007.

"At the same time, CyberSecurity Malaysia is always on the alert to ensure our cyber space is protected."

He says CyberSecurity Malaysia maintains close relationships with similar organisations across the globe to keep abreast with the latest development in cyber space-related activities.

"However, based on the statistics by this agency, cases are increasing every year. It is anticipated that cyber incidents will continue to increase due to the increase in broadband penetration, Internet expansion such as the usage of Wi-Fi in suburban areas, increase in public access to cyberspace, improvement in technology such as hacking tools and high profitability from cyber crimes and the lack of prosecution."

Many issues from the legal and technical perspectives will be discussed at the seminar, from the speakers' experiences.

The event is targeting a wide group of participants such as legal and technical officers involved in cyber crime investigation prosecutors involved in cyber crimes investigation), and policy makers, IT officers, industry analysts, research scientists and academicians.

Among the speakers and presenters are representatives from the Department of Justice (USA), The Office of Anti-terrorism Assistance (ATA), Department of State (USA), The Australian Federal Police, Cyber Crime Investigation Division, Cyber Crime Security Department, Ministry of Public Security, Facebook, Royal Malaysian Police, The Australian Federal Police, Malaysian Communication and Multimedia Commission, and Bank Negara Malaysia.

Labor senator DOUG CAMERON says Labor's left faction will use the its national conference
to argue that the government should accept a budget deficit in 2012/13 if the economy
slows down further.

Treasurer WAYNE SWAN announced net budget cuts of almost seven billion dollars over
the four-year estimates to forecast a 1.5 billion dollar surplus in 2012/13.

The surplus was built on spending cuts, bringing forward expenditure to this financial
year and delaying other measures until 2013/14.

But senator CAMERON's told ABC radio that if the situation deteriorates in the US and
Europe then we have to make sure our first priority is jobs.

Labor's national conference begins tomorrow in Sydney.

9 March 2011 - 7digital has signed a deal with Research in Motion (TSE:RIM) to provide music for its new tablet PlayBook, the Financial Times reports.
Owners of the new tablet will have access to 13m tracks through 7digital, which will be pre-installed on PlayBook.

The UK-based group is already the biggest music store on RIM's BlackBerry platform so its existing customers' music on any platform could be synchronised to the PlayBook.

The deal is part of RIM's efforts to show that its tablet has software and services, which could match those of Apple's iPad ahead of the new product's launch in the USA, the UK and Canada in the next moths.

FED:Record number of Aussies holiday overseas

The number of overseas trips taken by Australians has hit record levels .. topping
seven million in the year to the end of October.

But .. the latest Bureau of Statistics' data paints a grim picture for our domestic
tourism industry .. as people continue to make the most of the strong Aussie dollar and
growing airline capacity.

Departures are up a whopping 14.6 per cent .. while arrivals have increased 4.9 per
cent for the 12 months .. but this is down by 2.2 per cent on the same month last year.

Tourism and Transport Forum boss CHRISTOPHER BROWN says it's vital to keep driving
demand through advertising and promotion .. but there must be the infrastructure and services
to look after tourists when they arrive.

Fed: Economists doubt IMF's optimism on inflation

CANBERRA, April 29 AAP - The International Monetary Fund (IMF) believes Australian
inflation can stay within the official two to three per cent target band this year.

Financial markets are not so optimistic, and with disruptions in Europe caused by the
Greek debt crisis getting no worse at this stage, they have started to price in a greater
risk of an interest rate rise next week.

The IMF's Regional Economic Outlook for Asia and Pacific released on Thursday came
just 24 hours after the consumer price index (CPI) rose by a larger than expected 0.9
per cent in the March quarter.

This saw the annual inflation rate jump to 2.9 per cent from 2.1 per cent in the year
to December.

Combined with underlying inflation stubbornly holding around 3.0 per cent and a solid
rise in the producer price index on Tuesday, economists believe inflation will inevitably
breach the top of the target band.

"I can't see how it can stay under that," Nomura Australia chief economist Stephen Roberts said.

"Even a modest improvement in the underlying is now dubious because we haven't got
much spare capacity and the PPI has now turned strongly for the first quarter."

While Mr Roberts still believes homeowners will be spared a third interest rate rise
in a row at next Tuesday's monthly Reserve Bank of Australia (RBA) board meeting, other
economists believe the central bank will lean towards another increase.

"We expect a 25 basis point hike in May, though this is a close call," NAB Capital
chief economist Rob Henderson said.

Still, if Europe's problems worsen or widen - Spain's credit rating was downgraded
by Standard & Poor's on Wednesday - the RBA could hold fire.

"The recent fiscal troubles in Greece underline the ongoing legacy of the global recession,"

Prime Minister Kevin Rudd told a NSW Business Chamber breakfast on Thursday.

He said Greece's own credit downgrade to junk status this week, and the subsequent
shockwaves it caused, was again a reminder how financial markets are "increasingly interconnected".

In the same vein as last week's broader World Economic Outlook, the IMF noted the Australian
economy escaped a recession "altogether" and is "recovering rapidly in part due to strong
demand from China".

"The Australian economy is expected to grow by 3.0 per cent in 2010 and 3.5 per cent
in 2011, with private domestic demand taking over from public demand as a main driver
of growth," it said.

Mr Rudd said just as Australia has been the "envy of the world" during the global downturn,
it must capitalise on its position.

"That is the context of the Henry (tax) review and the budget,' he said.

"If we get these decisions right, take bold action to capitalise on our strong position,
then I believe we can set Australia up for the next generation of prosperity."

Treasurer Wayne Swan will release the Henry review and the government's initial response
to it on Sunday, and his third, and final budget ahead of the year's federal election,
on May 11.

Mr Rudd said the government's response to the Henry review will make the tax system
"stronger, fairer and simple".

"A strong tax system should raise revenue in the most efficient and simplest way possible,"

he said.

"Many of our existing taxes reduce productivity and detract from the overall efficiency
of the system."

An airport lobby group says the federal government's failed to protect long-suffering
residents from growing aircraft noise by delaying a decision on Sydney's second airport.

An aviation white paper released today has dumped Badgery's Creek as a site for a second
airport and established a joint taskforce with the NSW government to find a different
site.

But that committee won't report back until mid-2011.

ALLAN REES from No Aircraft Noise says the white paper's a failure because it doesn't
provide adequate capacity for Sydney's aviation needs .. and has failed to protect Sydney
residents from increasing noise from the overloaded current airport.

The journalist who broke the story on Victoria's terror raids says he had no influence
on the timing of them .. which he says were always planned for Tuesday.

NSW's top anti-terror police officer PETER DEIN claims they were forced to move early
.. after The Australian newspaper became aware of the story.

Reporter CAMERON STEWART has told ABC radio the Australian Federal Police asked him
to publish the story on Tuesday and not before then .. after telling them he had been
leaked information on the raids.

He says from then police helped coordinate the newspaper's response.

Federal Attorney-General ROBERT McCLELLAND will now consider adopting new protocols
to deal with media leaks .. amid concerns about how the operation unfolded.

Experts say setting up a world-first administrative agency for cerebral palsy sufferers
would relieve families and save millions in litigation costs.

The agency would provide financial help to families of children with severe cerebral
palsy .. regardless of the cause.

It would also put an end to the stream of complicated cases in the courts which try
to determine whether the doctor was at fault .. a point difficult to determine as the
cause of the disability is unknown.

Historically it was believed to be the result of a baby's brain being starved of oxygen
during birth .. but under current thinking most medical experts believe the injury occurs

Qld: The man who modernised Brisbane

BRISBANE, Dec 16 AAP - Modern-day Brisbane owes much to the work and vision of Clem
Jones, the city's lord mayor from 1961 to 1975.

Born in Ipswich, on January 16, 1918, Dr Jones studied at the University of Queensland
and worked as a surveyor and town planner, building the largest survey practice in the
commonwealth.

He is credited with turning Brisbane from Queensland's conservative and somewhat provincial
capital into a modern and cosmopolitan city during his 14 years in office as head of the
Brisbane City Council.

Dr Jones came to office in 1961 when Brisbane was a city with no town planning, many
unpaved streets, limited water supply and few areas with sewers.

Residents relied instead on outhouses or septic tanks.

Through the 1960s he led the council to develop a town plan, seal roads, improve drainage
and connect sewers to most of the city.

Under his stewardship, the city bought properties to build underground car parks, which
were then topped with public parks and gardens.

In the suburbs, land was acquired for open space and parkland and work started on the
development of the Brisbane Botanic Gardens, Mount Coot-tha.

But Dr Jones also closed the city's large tram and trolley-bus network, replacing them
with buses, a move which attracted widespread controversy.

Dr Jones was also known for his devotion to sport, especially cricket. He had been
curator at the Gabba cricket ground - which has a stand in his name - during his time
as lord mayor.

In 1976, his services to the community were recognised with an Order of Australia.

He also was awarded honorary doctorates from the University of Queensland, was named
Queenslander of the Year in 1990 and given the keys to the City of Brisbane in 1998.

Dr Jones was politically active and a long-time member of the Australian Labor Party;
and was one of several senior members of the Queensland branch to mount a legal challenge
to its attempted takeover by the federal ALP.

Briefly expelled for his involvement, Dr Jones was later reinstated to the party and
given life membership in recognition of his achievements in Brisbane.

He was elected as a delegate in 1998 to the Australian Constitutional Convention as
the head of the Clem Jones Constitutional Republic Team.

After attempting to exclude monarchists from participation on the first day of the
convention, he favoured a republican model in which the head of state was directly elected,
rather than being chosen by parliament.

A tireless worker, Dr Jones worked for charities and on community projects, including
the Western Queensland Flood Appeal in 1990, Foodbank - which feeds the needy, as well
as care for the aged and disabled and youth centres.

He was responsible for the rebuilding of Darwin following Cyclone Tracy in 1974 when
he was appointed chairman of the Darwin Reconstruction Commission.

More than 300 people, including Deputy Premier Paul Lucas, Police Minister Judy Spence
and former deputy premier Terry Mackenroth, this year attended an annual Christmas Party
Dr Jones hosted at his home in the southside suburb of Camp Hill.

Dr Jones, seated in a wheelchair, greeted guests but did not make a speech.

Clem Jones Group of Companies chairman Dell Townsend said Dr Jones died at the Wesley
Hospital about 4.30am (AEST) on Saturday from pneumonia.

Mrs Townsend said a state funeral had been offered by Premier Anna Bligh and was being
planned for Friday in Brisbane.

Dr Jones's wife Sylvia died in 1999. They had no children.

NSW: Woman injured on bus near Newcastle

SYDNEY, Aug 4 AAP - A bus driver was forced to pull over near Newcastle early today
after a fight broke out between passengers, police said.

The driver stopped the bus at the intersection of the Pacific Highway and Warners Bay
Road at Charlestown and alerted police to the incident at about 1am (AEST).

Officers arriving at the scene found a 22-year-old woman bleeding heavily from a facial injury.

She was taken by ambulance to Newcastle's John Hunter Hospital for treatment.

Police questioned a woman at the scene and spoke with several witnesses.

Anyone with information is asked to contact Crime Stoppers on 1800 333 000.

NSW: One missing, five injured in speed boat collision

Police divers will join the search today .. for a man who's still missing after a collision
between two speed boats on the Murray River yesterday.

The accident happened near Moama on the New South Wales-Victoria border yesterday morning.

Five people were injured and one .. a 22-year-old man .. remains missing.

The two boat drivers .. both men aged 26 and 39 .. were airlifted to Royal Melbourne
Hospital .. where they're in intensive care after surgery.

Three passengers .. a 23-year-old woman and a 25-year-old man from Victoria .. and
a 36-year-old man .. sustained minor injuries.

CANBERRA, Aug 24 AAP - West Australian Liberal MP Dennis Jensen is "an idiot" for losing
preselection after just one term as a parliamentarian, a former party powerbroker says.

Dr Jensen on Tuesday lost his party's endorsement for the Perth seat of Tangney to
Matt Brown, a former chief of staff to previous defence minister Robert Hill.

A physicist and nuclear energy advocate, Dr Jensen will appeal the decision, claiming
there were irregularities in the preselection vote.

Former Liberal senator Noel Crichton-Browne, a one-time powerbroker who was kicked
out of the party in 1996, said Dr Jensen was the victim of branch stacking - but still
blamed him for the decision.

He praised Dr Jensen's "valuable" contribution, but said he failed to tackle an underhanded
campaign by party rivals to snatch his preselection.

"In Western Australia, amongst some groups in the organisation, quality doesn't matter,
virtue doesn't matter and contribution doesn't matter," Mr Crichton-Browne told ABC Radio.

"It's more about stacking the branches and, at the first available opportunity, removing
the member if there's somebody else of their choice they wish to put in.

"When you've got senior officebearers of the party actively working in the branches
to replace the sitting member, quite apart from whether he deserves to be replaced or
not ... it's not difficult to replace the branches with people of your persuasion.

"In respect to Jensen, even when you have people working behind your back to stack
out your branches, only an idiot would lose his preselection in the very first term."

The campaign to replace Dr Jensen had been "deliberate and sustained", despite Prime
Minister John Howard's support for the rookie MP, he said.

Mr Crichton-Browne said the WA Liberal Party was in disarray and faced annihilation
at the next state election.

"It's in permanent decline, I think it's in utter decay," he said.

"The membership's a shambles, the records are a shambles and the party's a shambles."

Dr Jensen said today he would lodge an appeal against his disendorsement, and hoped
his case would be heard next week.

"I have got grounds because there were numerous irregularities," Dr Jensen said of
the preselection process.

Speaking later to ABC Radio, Dr Jensen would not rule out contesting Tangney as an
independent if his appeal failed, but said it was not appropriate to comment.

"I've got no comment on any of that - that's not an appropriate course of action, I
don't think," he said.

Dr Jensen said Mr Howard had told him he was disappointed with the decision but did
not want to interfere in the party's democratic processes.

He did not believe his strong advocacy of nuclear technology had cost him his preselection.

"No, I don't think it had any major impact at all, apart from maybe some people seeing
that I was seen as maybe a one-issue person, which is certainly not the truth," he said.

Vic: Man critical after electric shock

A Melbourne man is in a critical condition in hospital .. after receiving an electric
shock while changing light bulbs at a car dealership in the city's north.

The man .. aged in his 30s .. was injured shortly before 1 pm (AEST) .. at the car
yard on Sydney Road .. Coburg North.

WorkSafe says the man had been changing the light bulbs on a cherry-picker.

He died at the scene .. but was brought back to life by paramedics who treated him for some time.

He's been taken to Royal Melbourne Hospital in a critical condition.

Fed: Donors push back tidal wave of poverty

Economists expect almost three-quarters of the one and a half million people dragged
into poverty by last year's Boxing Day tsunamis to be out of poverty within a year.

The International Labour Organisation says up to 60 per cent of workers thrown out
of jobs by the disaster are earning a living again.

And Oxfam says there are clear signs the economies of countries effected by the disaster
are beginning to function again.





The tsunamis killed an estimated 230 thousand people in 11 countries and displaced
1.8 million others.

Oxfam says economists expect 70 per cent of those impoverished by the tsunamis will
be out of poverty by 2007.

The collaboration announced today, pairing Sensoria Corporation, a leader in wireless connectivity solutions, and ALK Technologies, Inc., navigation and telematics software experts, creates an innovative in-vehicle navigation solution utilizing the power of Pocket CoPilot combined with the new Sensoria Telematics Environment.

The application partnership enables Pocket CoPilot, navigation and route guidance software for Pocket PCs, to run on the Sensoria Telematics Environment, a standards-based platform for delivering advanced telematics applications in the vehicle. The partnership was announced at DEMOmobile 2001, an executive forum focused on the technologies and products shaping the mobile and wireless marketplace.

Sensoria's mGate Modular Vehicle Gateway and Telematics Client Platform communicate with a Bluetooth-enabled Pocket PC device running the Pocket CoPilot application. mGate shares GPS data with Pocket CoPilot, processes the text-based directions it generates, translates them with a text-to-speech application, and integrates with the vehicle's audio system to audibly announce specific turn-by-turn directions.

Pocket CoPilot provides all the power of an expensive on-board navigation system on conveniently portable Pocket PC mobile devices. Wireless connectivity to the PDA via Sensoria's Telematics Environment ensures the best routes are always provided from the vehicle's location to the driver's destination. Features include a rotating map function that corresponds with the direction of your vehicle, real-time mileage countdown to your next turn and to your destination, complete street-level map coverage of the entire continental U.S., and nationwide points of interest.

The Sensoria Telematics Environment is a standards-based platform for delivering next-generation telematics services over conventional cellular, Bluetooth and wireless LAN connections. It enables telematics service providers to quickly and easily deploy new voice and data applications remotely to in-vehicle information systems. It consists of three components: the Telematics Server Suite, the Telematics Client Platform software, and the mGate Modular Vehicle Gateway.
